Agentforce in public benefits

Public benefits is the kind of work super intelligence was built to help with. It is high in volume, heavy in rules, and demanding for the people on both sides of the counter. It is also the kind of work where the data and the governance have to be right before any agent is switched on.

Agencies carry backlogs, complex eligibility rules, and constituents who apply at the hardest moments of their lives, while skilled caseworkers spend their days on manual steps. Salesforce Public Sector Solutions and Service Cloud bring the constituent and the case onto one record. Data Cloud makes that record complete and ready for super intelligence to work with. Agentforce adds agents that take work off caseworkers and let constituents serve themselves on routine tasks.

Three conditions govern everything that follows.

  • Data first. An agent working on fragmented benefits data gives confident answers that are wrong.
  • Determinations stay human. Eligibility decisions carry consequences and have to be explainable.
  • Accessibility and equity are requirements. The people who most need benefits are often the least well served by systems designed for the average user.

Public benefits delivery is Varmoda’s signature capability, and Varmoda’s experts apply Agentforce to it with the care the mission requires. That is the War Mode standard in this domain: cut the backlog and the busywork while due process stays intact.

The public benefits challenge

Benefits programs combine high volume, complex rules, aging systems and constituents who need help at the worst moments of their lives.

  • Backlogs. Applications and claims arrive faster than caseworkers can process them, and people wait for benefits they already qualify for.
  • Complex eligibility. Rules vary by program, by jurisdiction and by circumstance, which makes each determination slow and easy to get wrong.
  • Hard moments. People apply when they have lost a job, become ill, or taken on the care of a family member. A confusing form or a long wait does real harm.
  • Caseworker overload. Skilled staff spend their time on data entry, chasing documents and repeating steps, instead of the judgment only they can provide.
  • Legacy systems. Eligibility and case data sit in aging systems that do not talk to each other, so nobody sees the whole case.

The need is specific. Cut the backlog and the busywork while due process and accuracy hold. Faster and fairer at the same time is the standard this work is measured against.

The foundation under the agents

Salesforce brings the constituent and the case onto one record, with capability built for the public sector on top of it.

  • Public Sector Solutions. Built for benefits, licensing, inspections and case management, with program and benefit models, eligibility and application intake, so an agency configures to the mission instead of building case management from the ground up.
  • Service Cloud and case management. The case, the constituent, the history and the documents in one place, across every channel a person might use.
  • A unified constituent view. One record in place of several conflicting ones, so a caseworker sees the whole person and the whole case at once.
  • Data Cloud. The layer that resolves identity across legacy systems, completes the record, and prepares it for super intelligence to reason over.

The foundation is the point. A true single view of the constituent is what lets both caseworkers and agents reason about a case accurately, across eligibility, history, prior determinations and open documents. Agencies that skip the unification step find that everything built on top of it underperforms, agents included. Most disappointing public sector pilots fail at this layer, well below the technology that gets the blame.

Where agents help, and where the line holds

On that foundation, agents take work off caseworkers and let constituents serve themselves, within limits set by what is at stake.

Agent roles in benefits case work and who holds the decision
WorkAgent roleWhat it looks like in practice
Caseworker supportAssistiveSummarize a case, surface the relevant policy and prior decisions, draft correspondence, and pull the next document needed, so caseworker time goes to judgment.
Constituent self-serviceAutonomousAnswer status questions, guide an application, and handle routine requests in plain language at any hour, absorbing volume that would otherwise reach the call center.
Routine case stepsAction takingUpdate records, request missing documents and move a case through well defined steps, completing work instead of only answering questions.
Eligibility determinationHuman onlyAgents assemble, surface and prepare. An accountable person makes the determination and owns it, with reasoning that can be explained and audited.

An agent that could wrongly deny a benefit is a risk the program cannot carry. Due process sets the pace of automation, and not the other way around.

The workable posture is to support caseworkers, let constituents serve themselves on the routine, keep the determination human and auditable, and widen what agents may do as data quality and confidence grow.

Getting it right

In benefits work, the difference between a helpful agent and a harmful one lies entirely in how it is implemented.

  • Data readiness first. The constituent record is unified in Data Cloud before agents are built on it. Here a confident wrong answer can mean a wrongly denied claim.
  • Equity and accessibility. Design to Section 508 and to human centered design, for low digital literacy, for limited or mobile only connectivity, and for language access, so the agent serves the people the program exists for.
  • People in the loop. Determinations stay with accountable staff, with clear reasoning behind them that an auditor can follow.
  • Governance. Guardrails, the Trust Layer and approval gates apply to any action that affects a case, and the sensitive data these systems hold is protected accordingly.
  • Measure outcomes. Time to benefit, backlog reduction, determination accuracy and constituent satisfaction are the measures that matter. Counts of agent activity are not.

Handled this way, agents cut wait times and workload while the program becomes fairer. Handled carelessly, the same technology scales the errors.

The Varmoda approach

Varmoda builds the data foundation and the unified constituent record first, then adds assistive and action taking agents where they genuinely help caseworkers and constituents. Eligibility determinations stay human and explainable. Accessibility and equity are designed in through Section 508 and human centered design. Every agent action that touches a case is governed.

Delivery is United States based and secure, matched to the sensitivity of what benefits programs hold, which includes financial, health and family information.

Varmoda measures this work by one standard: whether people receive the benefits they are entitled to, faster and more fairly than before.
