Purview: govern the data first

Governing data has always been hard. Super intelligence made it urgent. The moment a Copilot or an agent can reach everything an employee can, every oversharing problem and every unlabeled sensitive file becomes an active exposure, immediately.

Microsoft Purview is the unified platform for data governance and compliance. It discovers and maps data across the estate, classifies and labels what is sensitive, protects and prevents leakage, retains and disposes of records on policy, and provides the discovery and audit trail compliance requires. It now extends directly to governing the data that Copilot and agents are allowed to reach.

That last point is the crux. Super intelligence does not create the oversharing problem, it reveals it, and Purview is how an agency finds and fixes it before turning Copilot on. Sensitivity labels and permissions are honored, so an agent cannot surface what a user should not see. Governing the data is now a prerequisite for safe deployment rather than a separate project.

The challenge

Data sits everywhere, across Microsoft 365, cloud services and line of business systems, and much of it is sensitive and subject to retention and compliance obligations. Two problems have dogged organizations for years.

  • Oversharing. Files and sites get shared too broadly over time, and nobody can say with confidence who can see what. Access accumulates and rarely gets cleaned up.
  • Inconsistent classification. Sensitive data goes unlabeled and therefore unprotected, so the controls an organization believes it has do not apply to much of its data.

These were manageable as latent risks when a person had to go looking for a file to misuse it. That changes when a Copilot or an agent can surface anything a user has permission to reach: the oversharing that was sitting quietly becomes active exposure.

What Purview is

Purview unifies data governance and compliance into one platform, spanning the full lifecycle of knowing, protecting, retaining and proving.

What Microsoft Purview provides
CapabilityWhat it does
Catalog and data mapDiscovers and maps data across the estate, so governance starts from an accurate picture of what exists and where
Classification and labelsIdentifies sensitive data automatically and by policy, and labels it so protection can follow the data
Protection and loss preventionEncrypts, restricts and prevents leakage based on those labels, so controls travel with the file
Lifecycle and recordsRetains and disposes of data per policy and regulation, which is essential for federal records obligations
Insider riskDetects risky data handling before it becomes a breach
Discovery and auditFinds and produces data for legal, public records and oversight requests, and audits who accessed what
Compliance managerAssesses and manages compliance posture against the frameworks an organization must meet

The value is that these are one platform rather than seven tools. Classification feeds protection, protection feeds loss prevention, and the whole feeds the audit and compliance view.

Purview for the super intelligence era

Purview’s most consequential recent additions govern the data that agents can reach.

  • Posture management. See what sensitive data Copilot and agents are actually accessing and surfacing, and the risks that creates. It turns the abstract worry about what the system can see into a concrete, monitored posture.
  • Labels honored automatically. Copilot and agents respect the sensitivity labels and permissions on data, so they cannot surface what a user is not entitled to see, and cannot strip protection off a labeled file.
  • Remediation before deployment. Purview helps find and fix the oversharing that would otherwise be exposed, so an agency can clean up access before turning Copilot on rather than discovering the problem live.

Govern the data first, and the capability inherits those controls. Skip that step, and it faithfully surfaces every governance gap that was never closed.

Making it work in government

Government raises the stakes on every data obligation, and Purview is built to meet them when it is configured to the mission.

  • Map to compliance frameworks. Use compliance manager to assess and manage posture against the agency’s obligations, including FedRAMP, FISMA, privacy and records requirements, rather than tracking them in spreadsheets.
  • Classify and protect controlled data. Identify and label controlled unclassified information and personal data, and tune loss prevention to it.
  • Manage records. Apply federal retention and disposition schedules so data is kept exactly as long as required and no longer.
  • Integrate across the estate. Purview governs Microsoft 365 and connects to the broader data estate, complementing Unity Catalog on Databricks so the posture is coherent across platforms. Government cloud availability applies, so verify features for the agency’s boundary.
  • Anchor the governance program. Purview is a core control in a broader governance program, providing the data protection and oversharing controls an agency’s policy depends on.

The Varmoda approach

Varmoda builds data governance and compliance into its data work, with Purview as the control plane for government data.

Varmoda’s teams use Purview to discover and map data, classify and label what is sensitive, protect it with loss prevention and information protection, and retain it on policy, and they use its newer capabilities to make Copilot and agents safe to deploy by governing the data first. That means seeing what the capability can reach, remediating oversharing before go-live, and relying on sensitivity labels so the controls are inherited rather than bypassed. Delivery is United States based and secure.

The sequence has become non-negotiable: govern the data, and the capability is safe to turn on.
